Board of Directors Meeting
February 10, 2021
The meeting, held via video conference due to the Covid pandemic, was called to order at 7:00 p.m.
Board Members present: Cate Fulkerson, Tim Schick, Lee Thompson, Kat Daubenspeck and Petra Raymond.
Residents present: Judy Holmes, Vadim Ovchinnikov
Minutes
m/Lee s/Tim The minutes of the January 13, 2021 meeting were approved.
Financial report
m/Tim S/ Cate The January financial report was accepted.
Petra and Lee reported that discussions were underway with a vendor regarding billing for unnecessary snow plowing.
Erosion Control
Lee reported a review of potential erosion control needs would be schedule when weather was favorable.
Bylaw Review
Cate provided the Board with a draft of bylaw revision for review and discussion at the March meeting.
Traffic Control
HKC member Vadim Ovchinnikov of 1262 provided finding of his research into installation of speed bump. The cost of materials for three of the removable traffic control devises would be in the neighborhood of $1,000.
Board members identified issues related to signage, location, and recommendations of police and traffic engineers to be reported on at the March meeting. Board members said the entire community should brought into the conversation prior to action by the Board.
Signs
The Board approved the addition of language related to political signs in the HK Cluster’s disclosure letter to comply with notice requirements of state law.
“The Heather Knoll Cluster Association is covered by the attached Reston Association Cluster Design Guideline on Signs regarding the size, place, duration and manner of placement and display of political signs by a lot owner on the owner's lot.”
2021 Project planning
The board reviewed a list of projects for the year, including target dates for completion and who would lead each project.
The projects include: Master Landscape Plan work, path lighting, a review of financial reserves, repainting mailboxes, bench installation, traffic mitigation, a review of cluster regulations, removal of debris from the woods.
Next meeting
The Board set its next meeting for 7 pm March 10 via a Zoom call.
The Board adjourned at 8:07 pm.
