Board of Directors Special Meeting
April 17, 2017
The meeting held at
Tim Schick’s (1223) was called to order at 7:30 p.m.
Board Members present: Craig Downie, Tim Schick, Bob Dilger, Lee
Thompson and Petra Raymond.
Guests present: Doug Raymond, Judy
Holmes and Vadim Ovchinnikov
Minutes
m/Bob s/Craig the minutes of the March
29 were approved.
Financial
Reports
m/Tim s/Craig the financial reports were
approved.
Street
Milling and Paving
The board discussed the rescheduled road
milling and paving.
m/Craig s/Lee The Board approved renting
traffic barrels and signs for the road closure.
House
Painting
Lee reported he is in the process of
getting bids from painting contractors that homeowners can utilize it they
wish.
There was discussion, but no decision,
on putting the question of changing the required frequency of house painting
from six to seven years before a vote at the annual meeting.
Mail
Box Repairs
m/ Bob s/Lee The board approved spending
$600 with Williams welding to repair the rusted support post for the mail boxes
serving units 1211-1225.
Stream
bed restoration
Lee reported the need to monitor Reston
Association to ensure restoration work is scheduled on the eroded stream bed
adjoining the Lamplighter neighborhood.
Tree
replacement
The Board agreed to add replacement of a
tree behind 1250 to the list of landscape projects to be considered at the May
meeting.
Erosion
and drainage
The Board agreed to seek bids for
correction of drainage and erosion issues behind units 1256-1262.
The Board also agreed to seek bids on
drainage issues behind units 1240-1254 and 1200-1216.
The Board discussed mulching and
plantings behind 1272 and the need for plantings behind 1219-1257.
Plantings, landscape and erosion projects
will be prioritized at the May meeting.
Executive
Session
m/Bob s/Lee The Board voted to go into
executive session to discuss a possible violation of the Heather Knolls Rules
and Regulations.
m/Tim s/Craig The Board voted to return
to open session.
m/Craig s/Tim The Board approved:
The use of a moving pod on a private
driveway does not violate the Heather Knoll Cluster Rules and Regulations
provided: It does not remain on site beyond seven days, and it does not
encroach on neighboring driveways, sidewalks, lawns or common areas.
