Heather Knoll Cluster Association
Board of Directors Meeting
May 22, 2019
The meeting, held at Tim Schick’s (1223),
was called to order at 7:03 p.m.
Board Members present: Craig Downie, Tim Schick, Brad Wilson, Cate
Fulkerson and Petra Raymond.
Resident present: Judith Strother (1202)
and Brian McCann (1231)
Painting
McCann, speaking on behalf of the
residents of 1227-1233, told the board that units in that building were out of
sequence on the timing of painting and that they sought to delay the painting
of two units until 2020 to allow all units to be painted at the same time.
m/ Brad s/Tim McCann’s request was approved.
Formal
Complaint
The Board reviewed a formal complaint
about maintenance of a “party wall” fence. Cate described the section of the Reston Association
deed that specifies how maintenance is to be handled, which make it the
responsibility of the affected homeowners. Several board members provided
information to the resident on inexpensive repairs and on fence replacement.
The suggestions were acceptable to the resident who filed the complaint.
Minutes
m/ Tim s/Cate The minutes of the April 10 meeting were
approved.
Financial
reports
Petra reviewed the financial report.
m/ Tim s/ Cate The Board voted accept the financial report.
Landscaping
The Board discussed a review of tree
conducted by an arborist. A Leyland
Cypress at 1249 is dead. Two trees behind 1223-1225 are dead. 12 white pines that the 10-year master plan
call for removal have been identified. The board discussed the need to notify
nearby homeowners, the need to determining replacement plantings – if any, and
the need to prioritize the work.
m/ Tim s/Cate The Board votes to remove
the three dead three adding them to the list covered by the $7,300 tree work
spending authorization approved in April, which has funds remaining.
The board will review the issue of the
white pines and other work related to the master plan at its next meeting.
The next Board meeting was set for 7pm July
17 at Tim’s house (1223)
The meeting adjourned at 8:40 p.m.
Respectfully submitted,
Tim Schick, Secretary
